Constitution and Byelaws

Phoenix Rifle Club Constitution and Byelaws

The Phoenix Rifle Club Constitution and Byelaws provide the governance framework under which the Club operates. They define the Club’s objectives, management structure, responsibilities of its officers and committee, membership requirements, meetings, financial controls and the rules governing the conduct and administration of the Club.

The Constitution establishes the authority and responsibilities of the Club’s elected officers and Management Committee, while the Byelaws provide the supporting rules and procedures required for the effective day-to-day operation of the Club.

All members of Phoenix Rifle Club are expected to familiarise themselves with these documents and to conduct themselves in accordance with the Constitution, Byelaws and other Club rules and policies.

Members’ Advisory Committee

Phoenix Rifle Club also operates a Members’ Advisory Committee, providing members with a structured route to raise ideas, concerns and proposals relating to the operation, development and future of the Club.

The Advisory Committee provides a forum in which member proposals can be considered, discussed and voted upon before recommendations are submitted through the Club’s established governance process. It is an advisory body and does not replace the authority or responsibilities established by the Constitution and Byelaws.

Governance route:
Member Input → Advisory Committee → Discussion & Vote → Recommendation → Approval

The Advisory Committee Charter specifically preserves the authority of the Constitution and Byelaws where there is any conflict. Phoenix_Rifle_Club_Members_Advi… It also establishes the final three-person decision body as the Club Chairman, Club Secretary and Treasurer, with at least two of the three required to approve recommendations falling within their delegated authority.

Byelaws

The byelaws of the Club have the same force and effect as though they were part of the constitution. Version 1.2, issued 7 September 2026, aligns clauses 2.1, 2.9 and 3.7 with the membership and financial year of 1 June to 31 May. It is to be laid before the next annual general meeting for ratification.
